Serbowie z Kosowa, Sebska Rada Narodowa, zwrócili się z prośbą do Rosji o przysłanie sił pokojowych "celem stabilizacji w rejonach gdzie Serbowie stanowią większość". Rosyjskie siły pokojowe pojawiły się już w 1999 w Kosowie, jeszcze przed siłami NATO. Po?niej weszły w skład KFOR, ale nie podlegały jego dowództwu. PRISTINA, Feb 27 (Reuters) - Serbs in Kosovo called on Wednesday for the return of Russian peacekeepers to the country after the Albanian majority's declaration of independence from Serbia this month.
The call was made by the Serb National Council, a grouping of Kosovo Serb leaders in the Serb stronghold of north Mitrovica. "The Serb National Council calls on Russia to return its KFOR contingent, to stabilise the situation in areas where Serbs are in the majority," Council leader Milan Ivanovic said.
Russia withdrew its troops from the NATO-led Kosovo Force, KFOR, in mid-2003, four years after deploying with 45,000 others after an 11-week NATO air war to save Kosovo Albanians from ethnic cleansing by Serb forces fighting guerrillas.
The force is now down to 16,000 soldiers.
Kosovo's 120,000 remaining Serbs, almost half of which live in a thin slice of land in the north adjacent to Serbia, have rejected the Feb. 17 secession, which was backed by the West but condemned by Serbia and Russia.
In a statement on Sunday, the Russian foreign ministry demanded a compromise solution on Kosovo -- something the West has assessed as impossible after almost two years of inconclusive negotiations.
The ministry recalled that Russia had previously had a peacekeeping contingent in Kosovo -- possibly pointing to plans to propose a return of Russian troops to the territory, in ethnic Serb areas that resist Albanian rule.
In a new sign of the deepening ethnic divide, dozens of Serb officers in the Kosovo police service failed to report for duty on Wednesday in the eastern Gnjilane region.
"The majority of Kosovo Serb police officers in the Gnjilane region have not shown up for work this morning," said regional police spokesman Ismet Hashani. He did not give a reason.

Tyrone Hadnott to jeden z około 40 000 Marines na Okinawie. Wcześniejsze gwałty obejmują gwałt zbiorowy 3 Marines na 12-latce w 1995.

Rice voices regret over rape case
Ms Rice said she hoped the incident would not damage relations
US Secretary of State Condoleezza Rice has voiced deep regret over a US marine's alleged rape of a girl on the Japanese island of Okinawa.
Ms Rice is currently visiting Japan on the last leg of her three-nation regional tour.
Thousands of US troops are based in Okinawa, Japan's southern-most island.
Many Okinawans dislike the US presence, and in 1995 there were mass protests after American troops gang-raped a 12-year-old girl there.
"We just regret deeply that this happened," Ms Rice said of the recent case, in which 38-year-old Marine Staff Sgt Tyrone Hadnott is accused of raping a 14-year-old girl in his car.
"(It) is very hard to see something like this happen, and it's especially hard because it involves a young girl," Ms Rice said.
The incident has raised concerns for the future of the US-Japan security alliance, and Ms Rice said she hoped there would not be lasting effect on the countries' relationship.
"It's a long-standing and strong alliance," she said.
"But our concern right now is to see that justice is done, to get to the bottom of it, and our concern is for the girl and for her family."
Curfews
US military commanders have already offered apologies over the alleged rape and other recent cases, including a report of a US marine who allegedly trespassed in a Japanese family's home while drunk.
Military personnel and their families were put under strict curfews following the allegations.
The senior US commander in Okinawa, Marine Corps Lt Gen Richard Zilmer, has said the curfew will be reassessed in early March.

Fannie Mae Has $3.55 Billion Fourth-Quarter Loss
Feb. 27 (Bloomberg) -- Fannie Mae, the largest source of money for U.S. home loans, posted a $3.55 billion loss that was triple analysts' estimates as rising foreclosures sent credit costs soaring.
The net loss of $3.80 a share compared with a profit of $604 million, or 49 cents, a year earlier, Washington-based Fannie Mae said in a statement. The value of derivative contracts dropped to $3.2 billion and credit expenses climbed $2.9 billion.
``We are working through the toughest housing and mortgage markets in a generation,'' Fannie Mae Chief Executive Officer Daniel Mudd said in the statement. The shares rose after the company's regulator lifted limits on the size of Fannie Mae's loan portfolio. Fannie Mae increased its estimates for credit losses and said home prices will decline more than its previous forecast, boosting costs for the $2.3 trillion of mortgages that the government-chartered company owns or guarantees. Fannie Mae accounts for at least one in five home loans, making it a bellwether for the mortgage market.
``I can't say there is an end in sight,'' said Gary Gordon, an analyst at Portales Partners LLC in New York. ``There will be rising credit losses for a while.'' By reporting today, Fannie Mae met conditions for the removal of a federal limit on its $724 billion in mortgage investments imposed after a $6.3 billion overstatement of earnings. The company's regulator said the limit will be lifted March 1.
Shares Rise
Fannie Mae rose $2.38, or 8.8 percent, to $29.35 at 10:53 a.m. in New York Stock Exchange composite trading. Fannie Mae's predictions for the housing market brought it in line with analysts' estimates.
``The writedowns that they took largely reflect the anticipated losses implied in the prices of mortgage securities, so much of the pain for future defaults has already been taken,'' Igor Krutov, a New York-based analyst at Vontobel USA Inc., which owns Fannie Mae and Freddie Mac shares. ``Many investors believe the markets have over-discounted future losses.''
The company has lost more than half its market value in the past year as the housing slump deepened. Analysts at Goldman Sachs Group Inc. and Merrill Lynch & Co. cut their recommendations to ``sell'' in the past week on concern that falling home prices will restrict earnings.
Fannie Mae said credit losses will be in a range of 11 basis points to 15 basis points, up from 8 basis points to 10 basis points. That matched estimates of Paul Miller at Friedman Billings Ramsey & Co. in Arlington, Virginia.
Loan Losses
Excluding some items, the per-share loss for the quarter was $3.79, compared with the $1.20 average estimate of 12 analysts in a Bloomberg survey.
Fannie Mae and Freddie Mac profit by holding mortgages and mortgage bonds as investments and by charging a fee to guarantee and package loans as securities. They record losses when defaults rise.
Freddie Mac is scheduled to report tomorrow. The McLean, Virginia-based company had losses of $2.02 billion in the third- quarter and $480 million in the year-earlier fourth quarter.
Bank seizures of U.S. homes almost rose 90 percent to 45,327 last month from the same period a year ago, according to RealtyTrac Inc., a seller of foreclosure statistics that has a database of more than 1 million properties. Total foreclosure filings, which include default and auction notices as well as bank seizures, increased 57 percent. More than 233,000 properties were in some stage of default last month, RealtyTrac said in a statement.
Timely Earnings
The need to bolster capital against the worsening housing market will inhibit growth this year, Miller said. Fannie Mae sold its preferred shares in December after its third-quarter loss of $1.4 billion.
``For me to get very comfortable in recommending this stock, I'd like to see something above $15 billion in capital raising,'' Miller said.
Derivatives are financial instruments derived from stocks, bonds, loans, currencies and commodities, or linked to specific events like changes in the weather or interest rates. Fannie Mae and other companies use derivatives to hedge against losses on assets and investments including home loans and mortgage bonds.

COLUMBUS, Ohio (AP) — A military museum that for the past eight years has displayed a tank driven by Gov. Arnold Schwarzenegger when he was a member of the Austrian army has returned the vehicle to the California governor at his request.
"I'm not upset a bit," Warren Motts, founder and director of Motts Military Museum, said Tuesday. "I'm pleased we had the opportunity to have it and let people see it. It was neat to have a Hollywood connection."
Motts said Schwarzenegger acquired the M47 American-made tank from the Austrian government and had it shipped to Florida. He transported it to a Columbus shopping mall in 1999 when he opened a Planet Hollywood restaurant there.
Schwarzenegger lent the tank to the museum, located in Groveport, Ohio, in 2000.

Obama backs Israel, rejects Farrakhan's backing
CLEVELAND, Ohio (AFP) — White House hopeful Barack Obama Tuesday stressed his "stalwart support" for Israel and ties to the Jewish community after receiving unwelcome backing from a militant Muslim leader.
Obama said the repeated anti-Israel and anti-Jewish tirades of Nation of Islam leader Louis Farrakhan, who has endorsed the Illinois senator's presidential run, were "unacceptable and reprehensible."
"I have been very clear in my denunciation of his anti-Semitic comments," Obama said at a presidential debate with Democratic rival Hillary Clinton, insisting he had not sought Farrakhan's endorsement in any way. Asked about his own Chicago pastor's warm words for Farrakhan in the past, Obama insisted "I have some of the strongest support from the Jewish community."
"And the reason is because I have been a stalwart friend of Israel's. I think they are one of our most important allies in the region, and I think that their security is sacrosanct," he said.
Clinton weighed in to argue that she had taken a principled stand against the minor Independence Party in New York state, which "was under the control of people who were anti-semitic, anti-Israel" during her 2000 Senate run. "And it looked as though I might pay a price for that. But I would not be associated with people who said such inflammatory and untrue charges against either Israel or Jewish people in our country," the New York senator said. Clinton also suggested that Obama's remarks on Farrakhan had been weak, arguing he should "reject" the 74-year-old Nation of Islam figurehead rather than "denounce" him. Obama said there was nothing to reject in terms of a formal offer of help from Farrakhan.
"But if the word 'reject' Senator Clinton feels is stronger than the word 'denounce,' then I'm happy to concede the point. And I would reject and denounce," he said to laughter. |
